The Cyber Partisans, a long-established group sworn to overthrow Belarusian President Alexander Lukashenko, have a history of disruptive hacks, including the defacement of Belarusian state media sites and attacks on the country's railway system. The group, which consists of around 30 core members mostly operating from outside of Belarus, has also claimed responsibility for repeated attacks on a Belarusian fertilizer complex. Meanwhile, Silent Crow, a lesser-known group, has also been linked to a series of attacks on Russian entities, including a real estate database, a state telecoms company, and the Moscow government's IT department. According to a Russian cybersecurity firm, Silent Crow is a politically motivated group that has potential ties to multiple pro-Ukrainian hacker collectives. While the Cyber Partisans have denied any collaboration with state security or intelligence services, the groups' actions have had a significant impact on Russian infrastructure and operations, underscoring the growing threat of cyber warfare in the region.
