While El Niño events generally reduce the likelihood of U.S. landfalling hurricanes, they do not make them impossible, according to NOAA and Colorado State University outlooks.
National Weather Service Director Ken Graham stresses the importance of early preparedness. Although hurricane development is less likely during El Niño phases, preparedness remains crucial regardless of the odds. The system was centered a few hundred miles south-southeast of the Cabo Verde Islands on August 25, with a 70% chance of developing by August 27.
