New Jersey is already under a state of emergency due to flooding concerns, and a flood watch has been put in place for most of the state, starting at 2 p.m. on July 31 and running until 6 a.m. on August 1. The National Weather Service is forecasting 1 to 3 inches of rain, but warns that up to 7 inches could fall if stronger storms develop, with rainfall rates of up to 2 inches per hour.
The weather service's New York office, which covers several northern counties, has warned of an "elevated threat to life and property, particularly Thursday afternoon and Thursday night." The Mount Holly office, which covers the remaining 16 counties, has stated that "potentially significant flash flooding is possible this afternoon into tonight."
