On Saturday, July 18, at 8:21 p.m. EDT, the National Weather Service in Upton issued a flash flood warning for several counties in New York and New Jersey. The affected areas include Bergen, Essex, Hudson, Passaic, and Union counties in New Jersey, as well as Bronx, New York (Manhattan), and southern Westchester counties in New York.
Doppler radar indicated that thunderstorms had already produced 1 to 2 inches of rain across the warned region. Meteorologists anticipated an additional 1 to 2 inches of rainfall within the hour, with rainfall rates reaching 1 to 2.5 inches per hour. Flash flooding was reported as ongoing or imminent.
The warning highlighted potential impacts such as flooding in small creeks, streams, urban areas, highways, streets, underpasses, and low-lying areas. Numerous cities, including Newark, Jersey City, and Yonkers, were expected to experience these conditions. The NWS stressed the danger of flooded roads, advising the public to "Turn around, don't drown," as most flood-related fatalities occur in vehicles.
