US Blacklists Ukrainian Firms for Aiding Iran's Drone Program

On November 15, 2025, the US Treasury Department announced that it has blacklisted two Ukrainian companies, GK Imperativ and Ekofera, for providing key drone components to a state-run UAV producer in Iran. This move is part of a broader sanctions package targeting what the agency called Tehran's "transnational missile and UAV procurement networks."
In total, the Treasury has targeted 32 entities and individuals across Iran, the United Arab Emirates, Türkiye, China, India, Germany, and Ukraine. The Ukrainian-based firms GK Imperativ and Ekofera were accused of being fronts for Iranian procurement agents, facilitating the supply of alternator components, engines, attitude indicators, sensors, and other parts to Iran Aircraft Manufacturing Industrial Company (HESA). HESA is known as the designer and producer of the Shahed-131 and Shahed-136 long-range loitering munitions, which have been under US sanctions since 2008.
Three Iranian nationals allegedly working with GK Imperativ and Ekofera were also slapped with sanctions by the Treasury Department on Wednesday. The sanctions aim to disrupt Iran's ability to acquire the necessary equipment and technology for its drone and missile programs, which have been a major concern for the US and its allies.
