These advisories linked the activity to groups affiliated with Iran. The attacks underscore a national security vulnerability, as nation-state actors exploit jurisdictional boundaries to target less defended local infrastructure.
During the Biden administration, efforts were made to bolster cybersecurity assistance for communities through practical guidance and regional advisers. Congress also established a $1 billion grant program for state and local cybersecurity investments. However, under the Trump administration, reported personnel and budget cuts at CISA, along with the expiring Cybersecurity Information Sharing Act, risk weakening these defenses.
Rebuilding CISA's capabilities, restoring federal support for information sharing centers, and increasing funding for the state and local cybersecurity grant program are crucial. Additionally, manufacturers must integrate secure settings into new equipment. The goal remains ensuring that even if digital systems are breached, clean water continues to flow to the public.
