US Drone Output Lags Ukraine, Faces Supply Hurdles

The U.S. defense industry is in the challenging initial phase of building a domestic drone manufacturing capacity, according to a Pentagon official. Travis Metz, who leads the Drone Dominance Program, noted that Ukraine is projected to produce between six and seven million small attack drones in 2026, approximately 500,000 monthly. In contrast, the U.S. program, with an $1.1 billion budget, will have ordered fewer than 200,000 drones cumulatively by February.

Metz highlighted that establishing domestic production from scratch is significantly more difficult than scaling up later. Complicating matters, new government rules implemented on July 23 mandate that military drones must incorporate American-made parts, with the ultimate goal of a completely domestic supply chain for small unmanned aircraft systems. Sourcing critical components like semiconductors remains a substantial challenge for the U.S.

Companies competing in an upcoming test event must ensure their drones do not contain banned parts, such as Chinese-made motors or batteries, a stricter requirement than in the program's first phase. Metz anticipates that the U.S. will eventually match Ukraine's drone industry output, aiming for global leadership. Six Ukrainian drone companies invited to a U.S. test are entering joint ventures with American manufacturers, a condition for future contracts, aiming to transfer battlefield expertise into U.S. manufacturing capabilities.
