Russia's Rassvet: Not a Starlink Copy
14 May
Summary
- Rassvet constellation uses 5G NTN architecture for advanced connectivity.
- Bureau 1440 develops all key technologies in-house for independence.
- Rassvet aims to be an industrial platform for Russia's digital economy.

The Rassvet satellite constellation, developed by Russia's Bureau 1440, is distinct from the American Starlink, according to Alexey Shelobkov, CEO of X Holding and Bureau 1440. He clarified that while comparisons to Starlink are natural, Rassvet represents a logical advancement in communications technology rather than a copy.
Bureau 1440 emphasizes its in-house development of all critical technologies, systems, and components. This approach, Shelobkov stated, fosters true independence and economic manageability for the project. The company's specialists are creating world-class technologies, not replicating existing ones.
A key architectural difference lies in Rassvet's network foundation on 5G NTN, a standard poised to significantly elevate future communications and device connectivity. Furthermore, Rassvet is envisioned as an industrial platform integral to Russia's digital economy, serving sectors like transportation, industry, and telecom.
In late March, Bureau 1440 successfully launched the initial 16 satellites for the Rassvet constellation. These spacecraft are equipped with advanced features, including a 5G NTN-based communication system, an upgraded power supply, next-generation laser communication terminals, and a plasma propulsion system.
