Pentagon Seals Massive $7B Oracle Software Deal
24 Jul
Summary
- Pentagon inks a $7 billion, decade-long agreement with Oracle.
- The deal consolidates on-premises software licenses, saving $441 million.
- This is the second major software consolidation by Pentagon's CIO.

The Pentagon has secured a substantial nearly $7 billion agreement with Oracle, set to span up to a decade. This strategic pact aims to consolidate the department's on-premises software licenses into a single, unified contract.
The Enterprise Software Agreement, negotiated by the Department of the Navy, covers on-premises compute usage across the entire Pentagon, including the U.S. Coast Guard and the intelligence community. It is structured for an initial five-year term with an option to extend for an additional five years.
Pentagon Chief Information Officer Kirsten Davies highlighted the significant taxpayer savings, estimating at least $441 million in reductions. This initiative builds upon a similar consolidation effort with Microsoft earlier this year, which involved a $9.69 billion deal.
These agreements represent a concerted effort to curb years of duplicative software expenditures within the military. By replacing fragmented, service-specific contracts with enterprise-wide agreements, the Pentagon is driving efficiency and cost savings.
