CISA Lacked Incident Plan Amid Data Exposure
11 Jul
Summary
- CISA operated without a cybersecurity incident response plan.
- Sensitive keys and credentials were publicly exposed by a contractor.
- A journalist's tip prompted CISA's eventual response to the breach.

The U.S. federal cybersecurity agency CISA acknowledged a significant lapse in its preparedness. In May 2026, the agency did not have a formal response plan for cybersecurity incidents.
This deficiency became apparent after a contractor publicly exposed sensitive keys and credentials for accessing U.S. government systems. CISA's post-mortem report revealed that staff had to develop a playbook during the incident's initial phase.
Independent journalist Brian Krebs reported the exposure, which originated from a GitHub repository uploaded by a CISA contractor's employee. After Krebs contacted CISA, the repository was secured, and credentials were reset.
CISA confirmed that no customer or mission data was compromised. The agency also noted that its channels for security researchers to report vulnerabilities were not well-defined and have since been improved.
