NBA Draft Lottery Overhauled: Tanking Penalty Introduced
4 Jun
Summary
- New '3-2-1 lottery' system changes draft odds distribution.
- Penalty now exists for teams finishing in the bottom three.
- Expansion to 16 teams and consecutive pick restrictions implemented.

Weeks ago, the NBA enacted substantial reforms to its Draft Lottery, now utilizing the '3-2-1 lottery' system. This change fundamentally alters the distribution of draft odds, introducing a penalty for teams finishing in the bottom three positions. The lottery has been expanded to include 16 teams, and restrictions are now in place to prevent teams from drafting No. 1 consecutively or top-five picks in three consecutive seasons.
League commissioner Adam Silver expressed enthusiasm for the changes, stating he was "thrilled" by their implementation. These reforms are primarily designed to discourage tanking, the practice of teams deliberately losing games to improve their draft position. Silver acknowledged that tanking had surprisingly become an "acceptable behavior" within the league, driven by fan feedback that found the strategy unacceptable while simultaneously demanding full-price engagement. The new system, voted on by all teams except the Memphis Grizzlies, will remain in effect until 2029. While most teams are expected to benefit, some may encounter unfavorable outcomes in the short term. The 2026 NBA Draft is scheduled to occur on June 23 and 24.
