Major League Soccer Commissioner Don Garber has not ruled out the possibility of adopting a promotion and relegation system in the future. Speaking recently, Garber acknowledged that while such a system was not a frequent topic of discussion five years ago, it is now being considered. However, he emphasized that current league investments, such as the development of new stadiums like New York City FC's Etihad Park, make promotion and relegation unreasonable for owners at this juncture.
The league, which began with 10 teams in 1996 and now comprises 30 in its closed system, has seen substantial investment in facilities and player development pathways. Garber indicated that the league would implement promotion and relegation if it aligned with its goals and made sense for MLS. He also stated that the debate around this system is not a primary concern for investors.
Looking ahead, MLS is set to shift its calendar to a summer-to-spring schedule starting next year. This transition includes an abbreviated 2027 season from February to May, followed by the 2027-28 season commencing in mid- to late July. Meanwhile, the United Soccer League plans to introduce USL Premier in 2028, featuring a promotion/relegation system with its lower divisions.
