Summary
- FIFA considered changing penalty shoot-out coin toss rules.
- The proposed change aimed to make penalty shoot-outs fairer.
- FIFA and IFAB decided to maintain current penalty shoot-out procedures.

FIFA has decided against altering the penalty shoot-out rules midway through the ongoing World Cup. The governing body had proposed a significant change to the coin toss procedure, where a single toss would determine both the order of penalties and the chosen end.
This proposed tweak was intended to create a more equitable situation for both teams, preventing one side from gaining a potential double advantage. However, after deliberations with the International Football Association Board (IFAB), the decision has been made to retain the existing method.
Under the current rules, two coin tosses will take place if a match proceeds to a penalty shootout. The first determines which team kicks off, and the second, called by the captains, decides which goal to use. This established procedure will continue for all remaining matches in the tournament.
