WHO Pandemic Deal: Talks Stall Over Pathogen Sharing

Negotiations for the World Health Organization's (WHO) Pandemic Agreement, specifically the Pathogen Access and Benefit Sharing (PABS) annex, have encountered significant delays. Member states recently concluded their seventh meeting without achieving consensus on critical framework elements. The PABS annex aims to facilitate rapid sharing of pathogen materials and digital sequence information to ensure a swift and equitable global response to future pandemics.

Developed nations are reportedly advocating for anonymous access to genetic sequences. This stance raises concerns as it could impede the effective operationalization of benefit-sharing mechanisms, potentially leaving developing countries without guaranteed access to vaccines and treatments derived from shared pathogen data. Despite these disagreements, member states reaffirmed their commitment to establishing a PABS system that ensures both rapid pathogen sharing and equitable distribution of benefits.

Discussions have focused on contractual arrangements, laboratory network structures, and the definition of benefits derived from pathogen sharing. WHO Director-General Tedros Adhanom Ghebreyesus emphasized the vital need for progress, stating that differences can be bridged by focusing on the shared goal of equitable access to pandemic-related resources. The Intergovernmental Working Group (IGWG) on Pandemic Agreement is scheduled to hold its eighth meeting from September 14-18, 2026, to continue these intensive negotiations.
