Uttar Pradesh's 'Golden Hour' Network to Save Thousands

Uttar Pradesh is set to revolutionize emergency medical care with the proposed UP Trauma and Emergency Network (UPTEN). This initiative focuses on the critical first 60 minutes following trauma, known as the 'golden hour,' aiming to save an estimated 10,000-12,000 lives each year by speeding up treatment for accident victims and critically ill patients. The network will integrate scattered emergency services onto a single platform.

UPTEN will feature 173 integrated trauma and emergency medicine units, including apex hubs, regional centers, and district-level units. A key component involves integrating 1,200 Advanced Life Support (ALS) ambulances, envisioned as mobile care units where treatment begins during transit. The state also plans 18 command centers to coordinate emergency calls, ambulance deployment, and hospital resources.

The government anticipates a 30-50% reduction in emergency response times, allowing more time for critical medical decisions. The network will also establish a three-tier first-responder system involving police and trained citizens. Furthermore, a significant proposal is to provide free emergency treatment for up to 48 hours to all citizens, removing financial barriers to immediate care.
