Five NHS trusts identified with persistent challenges, including long patient waits, high leadership turnover, and financial difficulties, will be the first to enter a new Intensive Recovery programme starting April 2026. Health Secretary Wes Streeting declared that "failure has been tolerated for too long" and emphasized the need for change for patients facing the worst services. These trusts, identified at the bottom of league tables, will receive bespoke assistance.
The support package can encompass leadership restructuring, merging or separating trusts, and investment in upgrading deteriorating facilities. The Department of Health and Social Care clarified that these organizations are not underperforming due to a lack of effort but are contending with "deep-rooted challenges" and financial imbalances. This initiative aims to address chronic underperformance and improve the overall patient experience across the NHS.
