NHS England Faces Scrutiny Over Digital Monitoring System Failures
6 Oct
Summary
- Safety concerns regarding digital monitoring, including Oxevision, surfaced in 2021.
- A 2022 email revealed trusts filmed patients without consent options.
- Ten trusts failed consent mechanisms; findings shared with the CQC regulator.
NHS England has informed an inquiry that it shared information with the Care Quality Commission (CQC) after reviewing digital monitoring systems, such as Oxevision. Safety concerns linked to Oxevision became known to NHS England in 2021, with issues raised concerning patient consent, observations, and human rights.
An internal NHS England email from 2022 indicated that some trusts were filming patients without offering them a choice to refuse. Following a review prompted by campaign group Stop Oxevision, it was found that ten mental health trusts were not adhering to digital principles regarding consent mechanisms.
In response to these findings, NHS England communicated with the CQC on October 2, 2026, sharing the review's outcomes with inspection teams. Baroness Lampard has indicated a willingness to implement interim recommendations on technology adoption if patient safety risks are identified.
