Japan Pharmacies Now Dispense Morning-After Pill
2 Feb
Summary
- Around 7,000 pharmacies nationwide now sell morning-after pills.
- Pills are available without age or consent restrictions.
- Pharmacists require purchase in a private space with counseling.

As of Monday, roughly 7,000 pharmacies and drugstores throughout Japan have begun selling morning-after pills over-the-counter, eliminating prior age and parental consent restrictions. This marks a substantial change, as a doctor's prescription was previously mandatory for emergency contraceptives like NorLevo.
The Ministry of Health, Labor and Welfare has provided a list of authorized facilities. These locations must meet specific criteria, including ensuring customer privacy and establishing cooperation with local obstetricians and gynecologists. The suggested retail price for NorLevo is 7,480 yen, and it is not available for online purchase.
Trained pharmacists will utilize a checklist to confirm eligibility. While the pill is highly effective, women are advised to seek follow-up consultations or pregnancy tests. Purchases are restricted to the individual needing the pill, and sales to third parties or men are prohibited.
Selected drugstores had trialed over-the-counter sales for individuals aged 16 and older since November 2023. Pharmacies selling the pill may direct younger individuals or frequent purchasers to consult healthcare facilities, especially if abuse or assault is suspected.
