Hospital Overcrowding Worsens Under New Transfer Scheme
29 May
Summary
- New ambulance transfer initiative reportedly increases corridor waits.
- Over half of clinical leads report worsening overcrowding in emergency departments.
- Social care pressures are identified as a significant contributor to hospital bed blockages.

A new scheme called Release To Rescue, introduced last month by the Department of Health, aimed to expedite ambulance transfers to emergency departments (EDs), capping waits at two hours. However, the Royal College of Emergency Medicine (RCEM) reports that the initiative has worsened overcrowding, leading to more patients waiting in corridors and chairs. Over half of clinical leads in Northern Ireland's EDs have observed this increase in overcrowding since the scheme's implementation.
While the scheme has improved ambulance off-load times, the overall issue of patient flow within hospitals remains unresolved. Experts highlight that pressures in social care are a significant factor, as medically fit patients being unable to leave hospitals due to a lack of community care options block vital beds. This lack of social care capacity contributes to hospital overcrowding and impacts the entire health system, suggesting that social care performance is intrinsically linked to hospital efficiency and patient safety.
