The Crisis Assistance and Response (CARE) service, a community-based pilot program, has further expanded its reach.
Launched in October 2025 in Dartmouth, the service now includes residents on the Halifax peninsula. CARE addresses non-urgent calls related to mental health problems, substance use, and needs such as food and housing.
Initially focusing on Dartmouth, CARE became a 24-hour service in January 2026 and later expanded to Halifax's north end and waterfront areas. The program, overseen by the municipality's community safety team, serves as an alternative to traditional police responses for mental health crises.
Calls are routed through 211 Nova Scotia. Mobile teams provide in-person support, while trained navigators offer over-the-phone assistance and resources. Souls Harbour Rescue Mission provides staff for trauma-informed in-person care, emphasizing de-escalation and safety plan development.
