FDA OKs ZYN Pouch Claims vs. Cigarettes
30 Jun
Summary
- FDA allows ZYN pouches to claim lower risk than cigarettes.
- 20 ZYN products now authorized for reduced risk claims.
- Concerns raised about youth nicotine pouch usage.

The Food and Drug Administration (FDA) has authorized Swedish Match USA, a subsidiary of Philip Morris International, to claim that certain ZYN nicotine pouches are associated with a lower risk of significant health problems than traditional cigarettes. Specifically, 20 ZYN products, including flavors like Cool Mint and Coffee in 3mg and 6mg strengths, can now be marketed with statements about reduced risk for conditions such as mouth cancer, heart disease, and lung cancer.
This decision comes as the FDA's National Youth Tobacco Survey from earlier in 2026 revealed that 1.7% of middle and high school students reported using nicotine pouches, with ZYN identified as the most popular brand among them. Public health advocates, like the American Lung Association, have expressed strong disapproval, calling the FDA's action "appalling" and urging its reversal to protect young people from nicotine addiction.
The FDA's authorization includes a mandate for Swedish Match USA to conduct five-year studies on consumer risk perception. Furthermore, the agency reserves the right to revoke this authorization if evidence emerges of substantial increases in youth product usage, indicating an ongoing regulatory watch.
