Safeguarding Failures Land Exeter Home Care in Special Measures
19 Dec
Summary
- Home care agency serving over 200 clients placed in special measures.
- Watchdog found failures in safeguarding, care, and risk assessments.
- Clients left vulnerable to harm due to inadequate service oversight.

A home care agency in Exeter, Horizon Care (South West) Ltd, is now under special measures following an inspection by the Care Quality Commission (CQC). The agency provides essential support to more than 200 individuals living in their own homes across the city.
The CQC's assessment, conducted in September, revealed "information of concern" regarding the service's operations. The watchdog issued a warning notice demanding "rapid and significant" improvements in key areas, including safeguarding protocols and the quality of care and treatment provided.
Ultimately rated 'inadequate,' the agency was found to have missed serious service management issues and failed to conduct proper risk assessments, consequently exposing its clients to potential harm. Horizon Care (South West) Ltd has been approached for comment regarding these critical findings.
