Health Visitor Crisis: 1000s of Families Overwhelmed
20 Apr
Summary
- Health visitor numbers in England have nearly halved in a decade.
- Some health visitors now manage over 1,000 families each.
- Safe staffing limits exist in other UK nations but not England.

Health visitor numbers in England have drastically declined, with a 45% drop in the last decade. This reduction means some health visitors are now managing caseloads of over 1,000 families, a situation described as "unmanageable" and potentially unsafe. These qualified nurses and midwives provide essential support to families with very young children, focusing on early intervention for wellbeing and development.
The Institute of Health Visiting (iHV) warns that this workforce crisis is directly impacting families, who may not receive the follow-up visits necessary for their child's development. Unlike other UK nations which have established safe staffing limits, England has not implemented such measures. This lack of regulation, coupled with insufficient staff numbers, means crucial support can be missed, affecting everything from maternal mental health to identifying safeguarding concerns.
Families in England are advised to receive five health visitor appointments from late pregnancy until a child is two, including home visits. However, this standard is not consistently met. The Department of Health and Social Care has acknowledged the need to strengthen health visiting services and plans to outline future strategies later this year, aiming to build a healthier generation of children.
