California Eyes Chemo Hair Loss Solution Bill
6 May
Summary
- Bill aims to ensure insurance covers scalp cooling tech for cancer patients.
- Scalp cooling caps reduce chemotherapy-induced hair loss.
- Legislation seeks to make the $900 cap more affordable for patients.

California is actively considering legislation that would require insurance companies to cover the costs associated with scalp cooling technology for cancer patients. This technology utilizes specialized caps that cool the scalp to near-zero temperatures, significantly reducing hair loss experienced during chemotherapy treatments.
Breast cancer survivor Stella Serrao shared her personal experience, emphasizing how the scalp cooling cap provided a sense of normalcy and helped maintain her privacy by reducing visible signs of her illness. She highlighted that while the cap significantly improved her well-being, its out-of-pocket cost of approximately $900 can be prohibitive for many undergoing extensive treatments.
Dr. Jo Chien from UCSF explained that scalp cooling works by constricting blood flow to hair follicles, slowing their metabolism and thereby mitigating the damaging effects of chemotherapy. She noted that while success rates vary, many patients can preserve over 50% of their hair. The bill, which has been referred to the appropriations committee, aims to make this supportive care option accessible to all and is targeted for implementation by January 2027.
