The Health and Family Welfare Department has formally requested the Urban Development Department to implement regulations prohibiting pigeon feeding in public areas across Bengaluru. This initiative aims to address growing health risks associated with pigeon droppings and feathers in densely populated zones. Medical experts have cautioned that prolonged exposure can lead to severe respiratory conditions, including lung diseases that may cause permanent damage.
Under the proposed guidelines, feeding pigeons will be banned in areas causing nuisance or health hazards. Permitted feeding will be restricted to designated locations, requiring controlled conditions, limited hours, and assigned maintenance responsibilities to NGOs. Local authority officers will be authorized to issue warnings, impose fines, or initiate prosecution against offenders.
This regulatory push is supported by legal provisions under the Bharatiya Nyaya Sanhita, 2023, and the Karnataka Municipal Corporations Act, 1976. These laws empower civic bodies to curb public nuisance and prevent the spread of diseases. Public awareness campaigns will also be launched to educate citizens on the health risks, regulations, and penalties.
