Under the proposed guidelines, feeding pigeons will be banned in areas causing nuisance or health hazards. Permitted feeding will be restricted to designated locations, requiring controlled conditions, limited hours, and assigned maintenance responsibilities to NGOs. Local authority officers will be authorized to issue warnings, impose fines, or initiate prosecution against offenders.
