As of November 2025, the southern Indian state of Tamil Nadu is pioneering a district-level approach to achieving net zero emissions well before the national target of 2070. The state has established the Tamil Nadu Green Climate Company (TNGCC), one of India's first dedicated agencies to coordinate and track all climate-related work.
Through its four key missions, the TNGCC is driving emission reduction, ecosystem restoration, and livelihood resilience across Tamil Nadu. The state has released a detailed greenhouse gas inventory and developed a Net Zero Pathway, aiming to become net zero before 2070. Notably, four pilot districts—The Nilgiris, Coimbatore, Ramanathapuram, and Virudhunagar—have launched their own decarbonization plans, with the potential to abate up to 92% of projected emissions by 2050.
