7 Nov
Summary
- Supreme Court orders SIT probe into illegal river sand mining.
- Rajasthan government restricted from granting new industry permits.
- Court directs policy for Zero Liquid Discharge plants.
The Supreme Court has ordered a Special Investigation Team (SIT) probe into organized illegal river sand mining and pollution affecting the Jojari-Bandi-Luni river system. The court also imposed restrictions on the Rajasthan government, preventing the issuance of fresh permissions for industries near the river ecosystem. This measure will remain in effect until scientifically determined high flood lines and buffer zones are established.
The SIT, to be headed by an officer of Inspector General of Police rank or higher, will include Superintendents of Police from Jodhpur, Balotra, and Pali. Its investigation will focus on identifying individuals and entities involved in the illegal extraction, transportation, and sale of sand, as well as uncovering potential involvement of public officials. The court expressed concerns regarding the state mining department's actions, citing an apparent attempt to legitimize past illegal mining through post-facto lease grants.
Furthermore, the court directed the state to develop a comprehensive policy to financially support industries keen on establishing Zero Liquid Discharge (ZLD) plants. This policy aims to promote the reuse of treated wastewater via pipelines within or near the tri-river system. The Central Ground Water Authority has also been requested to submit a report on groundwater conditions in the affected districts. The SIT is required to present its initial status report by November 27.
