Pune Waste Fines Drop: Compliance or Leniency?
6 Oct
Summary
- Waste segregation enforcement in Pune has fallen by over half.
- Civic officials attribute the drop in penalties to increased compliance.
- Failure to segregate waste incurs fines from Rs60 to Rs15,000.
Enforcement against residents failing to segregate their waste in Pune has seen a significant reduction. Data from January to August 2026 reveals a drop to 1,006 cases, less than half of the previous year's total for the same period. Pune Municipal Corporation officials state this decrease is due to heightened public awareness and compliance efforts.
Santosh Warule, head of PMC's solid waste management department, confirmed that awareness campaigns are ongoing, and strict action against defaulters will continue. Penalties for households range from Rs60 to Rs180, while bulk waste generators face fines between Rs5,000 and Rs15,000 for non-compliance.
Experts emphasize the critical need for at-source waste segregation, noting its absence negatively impacts processing systems. Legal frameworks, including the SWM Rules, 2016, mandate waste generators to separate trash into wet, dry, and hazardous streams. Local authorities operationalize these rules through the Maharashtra Municipal Corporations Act, 1949.
PMC officials also highlighted that past measures, such as refusing to collect unsegregated trash, have contributed to fewer defaulters. Waste pickers have been enlisted to promote segregation awareness at the household level, reporting increased resident sensitization, though some non-compliance persists.
