Puducherry Mandates Waste Generator Certificates
13 Jul
Summary
- Puducherry requires large waste generators to get BWG certificates.
- Revised Solid Waste Management Rules 2026 came into effect April 1, 2026.
- Non-compliance may lead to penalties, compensation, and power disconnection.

Establishments in Puducherry that generate substantial amounts of solid waste must now obtain an Extended Bulk Waste Generator (BWG) Certificate from local authorities. This new requirement stems from the Solid Waste Management (SWM) Rules 2026, which became effective on April 1, 2026.
Entities meeting specific criteria, such as having a floor area of 20,000 square metres or consuming 40,000 litres of water daily, are classified as Bulk Waste Generators. This designation applies to a wide range of institutions, from government bodies and commercial enterprises to hotels, hospitals, and residential complexes.
Registration must be completed online via the Central Pollution Control Board (CPCB) portal. Following registration and fee payment, the concerned urban local body or Commune Panchayat will issue the certificate. Non-compliance with these SWM Rules can lead to significant penalties, including environmental compensation and disconnection of power supply.
The updated SWM Rules aim to promote scientific waste segregation, on-site processing of wet waste, and the efficient channeling of dry waste to authorized recyclers. The framework also emphasizes decentralized waste processing and integrating informal waste pickers into the formal recycling sector.
