Pollution Fines Now Fund Environmental Cleanup Efforts

Penalties collected from violations of the Air Act, Water Act, and Environment (Protection) Act will now be deposited into the Environment Protection Fund. This fund, established in 2026, is intended for the assessment and remediation of environmental damages. Up to 5% of the fund's annual balance may cover administrative expenses for its management.
In response to concerns about conflicts of interest, the ministry clarified that penalties would finance regulatory functions and site-specific remediation. Separately, a new approach to air quality management in Delhi-NCR is underway. Based on previous studies, road dust, construction, vehicles, and industrial sources are identified as major PM contributors.
A Steering Committee, comprising various scientific institutions, has developed a Framework for Emission Inventory and Source Apportionment for Delhi-NCR. This framework uses high-resolution emission mapping across sectors like transport, industry, and waste burning to inform pollution control efforts. The Central Pollution Control Board is tasked with implementing this framework, with a consortium of institutes undertaking the new emission inventory and source apportionment study.
