Philly Bag Ban Falters: Half of Businesses Ignored
15 Jul
Summary
- Over half of surveyed Philadelphia businesses violate the plastic bag ban.
- Many businesses still offer plastic bags or fail to charge the required fee.
- City reports noncompliance falling significantly since 2022.

Philadelphia's initiative to curb environmental pollution through a plastic bag ban is encountering notable difficulties in widespread adoption and enforcement. The ban, initially enacted in 2021 and further bolstered by a 10-cent bag fee implemented in January 2026, has seen significant noncompliance.
A recent investigation by PennEnvironment's Research & Policy Center revealed that approximately half of the businesses polled were not adhering to the regulations. Specifically, one in four businesses continued to provide plastic bags, while over fifty percent failed to implement the mandated charge for paper or reusable bags.
Despite these compliance issues, Philadelphia's Department of Licenses and Inspections notes a positive trend, with noncompliance reports dropping from over 200 in 2022 to just 33 as of mid-2026. This suggests a gradual improvement in adherence to the plastic bag restrictions within the city.
