NGT Tackles Ludhiana Pollution: Fly Ash & Air Quality Under Scrutiny

The National Green Tribunal (NGT) is taking serious note of allegations concerning fly ash dumping and air pollution in Ludhiana, directing authorities to ensure stringent adherence to environmental standards. This action follows an application filed by the Public Action Committee (PAC), a non-governmental organization, against the Punjab Dyers Association and others.

The Punjab Pollution Control Board (PPCB) submitted an affidavit on April 25, 2026, indicating that evidence for the allegations against the Punjab Dyers Association and its member units was insufficient, based mostly on isolated photographs. The PPCB clarified that the 50 MLD common effluent treatment plant (CETP) at Tajpur, operated by the association, exclusively treats wastewater and does not generate fly ash.

Inspections conducted by the PPCB on March 19 and 20, 2026, at locations identified in the PAC's application revealed instances of fly ash dumping on vacant plots along Tajpur Road. Consequently, letters were issued to the district development and panchayat officer and the Ludhiana Municipal Corporation on April 7, 2026, requesting identification of landowners and appropriate action to remove the dumped material.

The PPCB also noted that fly ash from textile and dyeing units using approved fuels is non-hazardous and commonly reused for land leveling, construction, and agriculture. However, improper dumping can cause nuisance, especially through dust dispersion. Regarding air quality monitoring, the board stated that the installation of Continuous Ambient Air Quality Monitoring Stations (CAAQMS) is guided by Central Pollution Control Board directives, with one CAAQMS currently operational in Ludhiana.
