NGT Orders New Waste-to-Energy Guidelines by April

The National Green Tribunal (NGT) has mandated that the Central Pollution Control Board (CPCB) submit revised guidelines for waste-to-energy plants within three months. This crucial update is designed to align with the new Solid Waste Management Rules, 2026, which are set to be implemented starting April 1. The NGT had previously initiated a review in 2024 to assess the role and impact of waste-to-energy plants across the nation.
During a February 10 hearing, the NGT observed that the CPCB is preparing to frame new guidelines consistent with the recently notified SWM Rules, 2026. The CPCB has been directed to present these updated guidelines by the next hearing on May 21. This regulatory move comes after a CPCB audit of Delhi's waste-to-energy plants revealed that while all had the necessary permits, three facilities had minor compliance issues noted. Specifically, emission parameters for dioxin and furan were an issue at Bawana, while Ghazipur and Tehkhand plants had concerns regarding total dissolved solids, chlorine, and treated effluent.
