Maui Upcountry Imposes Strict Water Restrictions as Drought Worsens
18 Oct, 2025
Summary
- Maui's Upcountry region under Stage 3 water shortage
- Nonessential water use for commercial and industrial purposes banned
- Irrigation of turf grass prohibited, limited watering of other plants
- Violations may result in fines up to $500 and meter removal

As of October 18th, 2025, the County of Maui Department of Water Supply has implemented a Stage 3 water shortage for the Upcountry service area, which includes several communities such as Makawao, Kula, and Haiku. This move comes in response to decreasing water levels caused by a prolonged drought.
Under the Stage 3 restrictions, all nonessential water use for commercial and industrial purposes must cease. Irrigation of turf grass is prohibited, while watering of plant containers, trees, shrubs, and vegetable gardens is limited to one day per week using only drip irrigation or hand-watering. Customers are also required to repair any leaks or faulty sprinklers within two days of notice.
Violations of these rules may result in penalties, including fines of up to $500 per incident and possible removal of the water meter for repeat offenders. The decision to escalate the water shortage status was based on low reservoir levels, limited source water availability, and severe drought conditions indicated by the U.S. Drought Monitor.
Maui's Upcountry water system is particularly vulnerable during dry periods, as it relies heavily on surface water sources, which account for over 84% of its supply. When stream flows decline due to low rainfall or other stresses, the region's backup well sources come under greater strain.
