The Tamil Nadu Department of Environment has initiated the construction of a proposed International Bird Centre (IBC) at the Kazhuveli Bird Sanctuary in Villupuram's Marakkanam. This significant project, estimated at ₹46.94 crore, is part of the Tamil Nadu Strengthening Coastal Resilience and the Economy Project (TN-SHORE) and aims to create a hub for bird conservation awareness.

The IBC will be developed across two sites: the Agaram Reserved Forest and the Kazhuveli Lake. The Agaram site will host a Conservation Centre, a Wetland Mimic Area, and research facilities spread over 47.46 acres, with landscape design by the Auroville Botanical Garden focusing on biodiversity and visitor engagement.

The second site at Kazhuveli Lake will feature bird-watching infrastructure, including a 10.8-meter-high observatory. Visitors will be transported via electric shuttles between sites. Kazhuveli Lake itself is a vital brackish water wetland, recognized for its international significance and role as a crucial stopover for migratory birds along the Central Asian Flyway.
