Eco-Clearance Eased: Business Reforms Launched
1 Jan
Summary
- Design changes now allowed without new environment clearance.
- Offline forest clearance submissions for strategic projects are permitted.
- Third-party auditors introduced for environmental compliance verification.

In 2025, the Union environment ministry enacted major reforms to streamline business operations and promote ease of doing business. A significant alteration to the environment clearance framework now permits changes in building and construction project designs without necessitating amendments to the original clearance. Additionally, offline submission of forest clearance proposals is now allowed for defense, strategic, and emergency projects, bypassing the usual online portal.
The ministry has also rationalized green belt requirements for industrial zones and implemented new Environment Audit Rules, establishing a cadre of certified third-party auditors. This move aims to reinforce government trust in compliance and facilitate business while ensuring accountability. The PARIVESH 2.0 portal has achieved complete automation in clearance management, integrating GIS for real-time decision support and offering a single-window interface.
Further policy adjustments include provisions for expanded land bank creation for afforestation projects, which can be used for compensatory afforestation. Approvals for critical mineral mining have been streamlined, and forest clearance validity has been extended. Industry classifications have been revised to encourage better compliance, with states empowered to exempt minimal pollution sectors from permits.
