19 Jun
Summary
- Porters Lake construction and demolition facility approved by Halifax council.
- Residents appealed the decision due to concerns about traffic, dust, and noise.
- The approved site plan includes a 2.4-metre fence and additional screening.
Halifax councillors have given the go-ahead for a controversial construction and demolition processing facility in Porters Lake, following a lengthy approval process. Kiann Management Ltd. had pursued plans for the six-hectare site along Highway 7 for over ten years.
Despite personal reservations from some council members regarding the project's impact, the decision was made as the plan met municipal criteria. Council rejected a previous site plan in July of last year, citing insufficient screening. A revised plan, incorporating a 2.4-meter fence and additional screening, was approved by municipal staff in November, leading to three resident appeals.
These appeals were denied by the council on Tuesday, allowing the project to proceed. Residents voiced their significant disappointment, concerned about increased truck traffic, dust, noise, and potential environmental impacts on nearby wetlands and lakes. The property has been zoned for such a facility since 2020, a decision that was initially overruled by a provincial regulator.
While some councillors supported the appeal, emphasizing mitigation efforts, a majority voted to deny it. They stated the current site plan, including the fence and screening, adequately met the approval process requirements. The company can now apply for provincial environmental permits and other municipal licenses.
