Gurugram Residents Fight Waste Plant Near Homes

The Dwarka Expressway Gurugram Development Association (DXP-GDA) has formally lodged a complaint with the National Green Tribunal (NGT) concerning the Municipal Corporation of Gurugram's (MCG) proposal to establish a Construction and Demolition (C&D) Waste Collection Centre in Sector 106. Filed by advocates Seema Nain, Yash Vermani, and Shrishti Singh, the petition asserts that the proposed facility contravenes the C&D Waste Management Rules of 2016 and 2025, as well as Central Pollution Control Board (CPCB) guidelines.
The DXP-GDA's opposition stems from the site's location amidst densely populated areas and near a nursery school. A significant concern is the potential contamination of the Sahibi river, as the site is adjacent to a drain that flows into it. There is apprehension that leachate from dust control measures could pollute this water body. Furthermore, the site's proximity, less than 10 km from Delhi's Indira Gandhi International Airport Terminal 3, raises safety concerns for aircraft, potentially violating the Aircraft Rules, 1937.
The petition also highlights that the MCG had previously presented construction activities as "work-in-progress" in a December 30, 2025, memo to the Commission for Air Quality Management (CAQM). Residents have also reported alleged illegal tree felling at the site in February, which they observed during a peaceful protest. The DXP-GDA seeks an immediate halt to the project and the formation of a joint committee to inspect the site and assess ecological damage. They also request the selection of an alternative site, environmental compensation for illegal tree felling, and compensatory afforestation.
