QR Code Chaos: Goa Liquor Deposit Scheme Delayed

Goa's planned implementation of QR-coded liquor bottles for its Deposit Refund System (DRS), initially slated for September 1, is likely to be postponed. This delay stems from a parallel QR code tracking initiative by the excise department, designed to combat smuggling, which has created confusion regarding the final system to be adopted.

Both government departments, along with liquor retailers and bottling companies, are unclear about the designated QR code for implementation. To streamline the process, authorities are now considering integrating both systems into a single QR code, necessitating a delay beyond the original September 1 deadline. Consultations are underway to finalize this decision.

The Goa Deposit Refund Scheme Authority has already prepared its QR code for the DRS, which aims to levy a refundable deposit of Rs 5 to Rs 10 on liquor packaging. To facilitate the collection of used bottles and containers, the authority will partner with large housing societies, hotels, restaurants, and cafes across Goa.

This collection will be managed through a dedicated app, with scheduled pick-ups and instant credit of refundable deposits. Collected materials will be sent to material recovery facilities for sorting, reuse, and recycling, thereby strengthening Goa's circular economy. For smaller vendors and households, DRS-enabled containers can be returned via over 100 reverse vending machines already installed throughout the state. The digital verification process, using the unique DRS QR code, is designed to ensure secure refunds and prevent fraud.
