Goa Fishermen Gain Building Rights Near Coastline

A draft comprehensive plan in Goa aims to permit traditional coastal communities, especially fisherfolk, to construct and reconstruct dwelling units between 100m and 200m from the high tide line. This provision is part of a shoreline change management plan that requires mandatory public consultation, as directed by the National Green Tribunal. The National Centre for Sustainable Coastal Management (NCSCM) in Chennai has prepared this draft plan following consultations with relevant national institutes.
The comprehensive plan, developed in consultation with fisherfolk, includes necessary disaster management provisions. Previously, management plans for turtle nesting, mangroves, and khazan were prepared and approved by the Goa Coastal Zone Management Authority (GCZMA) during the preparation of the Coastal Zone Management Plan (CZMP) 2011. The new plan will be forwarded to the National Institute of Oceanography for inclusion in the eco-sensitive areas management plan.
Finalizing the CZMP 2019 has seen delays due to pending environment management plans and integrated island management plans from the National Institute of Oceanography (NIO), as well as an eco-tourism plan. The National Centre for Earth Sciences (NCESS) has submitted its draft CZMP 2019, which has been circulated for comments. Only three departments have submitted their suggestions so far. Once all pending plans are finalized, public consultations will be held.
