Scandalous Subsidies: EU Cash Fuels Meat & Dairy Over Plants
20 Feb
Summary
- EU subsidies heavily favor meat and dairy production over plant-based foods.
- Animal-sourced foods received 77% of EU agricultural subsidies in 2020.
- Beef and lamb subsidies were 580 times higher than legume subsidies in 2020.

A recent report reveals that the European Union's Common Agricultural Policy (CAP) disproportionately subsidizes meat and dairy production, contributing significantly to climate damage. In 2020, animal-sourced foods received approximately 77% of total CAP subsidies, amounting to €39 billion out of €51 billion. This financial support is criticized as a "scandalous" misuse of taxpayer funds.
Beef and lamb production received around 580 times more in subsidies than legumes like lentils and beans in 2020. Dairy also received significantly more support than nuts and seeds. Combined, meat and dairy subsidies far exceeded those for fruits and vegetables, distorting diets and undermining climate goals.
Animal agriculture accounts for 81-86% of greenhouse gas emissions from EU food production, despite providing only 32% of calories. The EU is urged to introduce a Plant-Based Action Plan to promote sustainable diets and aid farmers in transitioning away from livestock. The European Commission is expected to develop such a plan by 2026.
