The union environment ministry has introduced significant amendments to environmental consent guidelines. Registered private environmental auditors are now authorized to conduct industry visits and assess compliance with pollution control norms under the Air and Water Acts. These changes aim to expedite business operations and reduce administrative delays.
A key amendment now ensures that the Consent to Operate (CTO) permit, crucial for running any industry, remains valid indefinitely until cancelled, eliminating the need for repeated renewals. This provides greater operational continuity. Processing times for 'Red Category' industries, identified as the most polluting, have been reduced from 120 to 90 days.
Furthermore, the new framework introduces consolidated consent and authorization, allowing State Pollution Control Boards to process single applications for integrated permissions. Special provisions simplify requirements for Micro and Small Enterprises. Rigid siting criteria are replaced with site-specific environmental assessments, and states can now issue one-time CTO fees for periods of five to 25 years. The revised guidelines balance business ease with environmental protection through continuous monitoring and a national consent mechanism.
