The Delhi Public Works Department (PWD) has established a new Standard Operating Procedure (SOP) to govern road repair and maintenance operations across its extensive network. This initiative aims to elevate safety standards, expedite emergency responses, and prevent hazardous manual scavenging practices. The SOP encompasses not only road surfaces but also adjacent infrastructure, ensuring a holistic approach to road upkeep.
Under the updated guidelines, maintenance vans will operate between 9 am and 5 pm and will be outfitted with integrated camera and GPS systems for continuous oversight. Road repair work will require contractors to implement mandatory warning signage and traffic control measures to alert motorists and safeguard workers. The order specifically addresses safety protocols for work involving covered drains and manholes.
Furthermore, the SOP mandates thorough risk assessments for drain and manhole work, identifying potential hazards and ensuring the use of mechanical ventilation for safe atmospheric conditions. Contractors must test oxygen and gas levels before manhole entry and adhere to a strict two-man rule for enhanced safety. A trained rescue team will be on standby for swift emergency response.
