New statutory directives for managing construction and demolition (C&D) waste have been issued by the Commission for Air Quality Management (CAQM) for Delhi-NCR.
These comprehensive measures will take effect starting April 1, 2026, with the aim of significantly reducing PM2.5 and PM10 levels in the region's air quality, which are substantially impacted by C&D dust.
Municipal bodies and development authorities are mandated to establish waste collection and processing facilities. A key requirement is ensuring at least one collection point is available within every 5 sqkm area.
Prior to approving building plans for projects of 200 sqm or more, authorities must secure a declaration of estimated C&D waste. Project proponents will be required to deposit waste only at designated facilities and obtain receipts.
Agencies responsible for issuing completion and occupation certificates must verify these waste deposition receipts. Furthermore, state governments and the Delhi government must establish an integrated web portal with geo-tagging and GPS tracking for C&D waste management.
This initiative follows observations by CAQM that C&D dust continues to be a major contributor to particulate matter levels in the NCR's air.
