Delhi enforces new waste rules
31 May
Summary
- Delhi forms enforcement cells in all 13 districts.
- New rules mandate four-stream waste segregation at source.
- Cells comprise MCD, DPCC, and SDM officials.

The Delhi government has established enforcement cells in each of its 13 districts to ensure adherence to the newly notified Solid Waste Management (SWM) Rules, 2026. This initiative seeks to significantly improve waste segregation, collection, and the scientific disposal of solid waste across the city. The rules are designed to foster a circular economy and reduce the strain on overburdened landfill sites by enhancing accountability.
These district-level cells will play a crucial role in monitoring compliance, coordinating with various municipal agencies, and carrying out essential awareness and enforcement activities. A significant aspect of the SWM Rules, 2026, is the mandatory requirement for waste to be segregated at its source into four distinct categories: wet waste, dry waste, sanitary waste, and special-care waste.
Each enforcement cell includes officials from the Municipal Corporation of Delhi (MCD), the Delhi Pollution Control Committee (DPCC), and the Sub-Divisional Magistrate (SDM). The Additional District Magistrate will be tasked with compiling data and overseeing the implementation process. These cells will collaborate closely with urban local bodies, resident welfare associations, and market associations to ensure widespread compliance with the new regulations.
