Tamil Nadu Pioneers Community Climate Tracking

India is enhancing its monitoring, reporting, and verification (MRV) systems to align with global climate transparency goals under the Paris Agreement. A novel community-based environmental MRV (CbMRV) initiative in Tamil Nadu is making community-generated environmental intelligence a formal part of climate governance. This groundbreaking model empowers villages to systematically collect science-ready data, weaving traditional ecological knowledge with field-based monitoring of crucial environmental indicators.

The CbMRV initiative, launched in 2023, trains community climate stewards to monitor rainfall, temperature, biodiversity, and livelihoods. This data is integrated into a digital dashboard, informing decisions from the village to the state level. The program has already established functional environmental knowledge hubs in pilot villages, demonstrating the power of local insights in climate adaptation and stewardship.

This bottom-up approach redefines governance as a partnership, aiming for long-term institutionalization and the creation of a permanent green workforce. By sharing scientific tools and empowering local communities, CbMRV fosters more democratic and resilient climate action, ensuring that those most affected by climate change lead monitoring and adaptation efforts.
