Punjab is set to implement a comprehensive regulatory framework for private coaching centres. The proposed 'Regulations on Registration and Students Protection Norms for Private Coaching Centres in Punjab, 2026' require centres with more than 50 students to register.
Existing centres must apply for registration within three months of the rules taking effect. Tutors will need to be graduates, and coaching centres will be barred from making false promises about ranks or marks. The regulations also prohibit enrolment of students below 16 years of age.
Coaching centres must maintain a website detailing tutor qualifications, fees, and refund policies. Online platforms will also need to register and comply with data privacy laws. Misleading self-descriptions like 'recognised' or 'approved' are forbidden.
Reasonable fees and pro-rata refunds for midway dropouts are mandated. Centres must adhere to safety norms, including minimum space per student, fire safety, and adequate ventilation. Residential centres will have enhanced safety measures to prevent self-harm.
Internal complaints committees will be established to handle harassment and bullying confidentially within 15 days. Coaching hours will be capped at five per day, with weekly offs for students and tutors. The focus will shift to conceptual understanding, aligning with the National Education Policy, 2020.
To address mental health, centres must engage counselors, identify students in distress, and display helpline numbers. Discrimination will be prohibited, and support for marginalized students will be encouraged. Monthly mental health reports will be submitted to district committees.
Violations will incur penalties starting at Rs 25,000 for a first offense, escalating for subsequent offenses, with potential registration cancellation.
