N. Ireland Eyes School Smartphone Ban by Law

Northern Ireland is contemplating a legislative ban on smartphones in schools, a move that mirrors recent actions taken in England. Education Minister Paul Givan has initiated a 12-week public consultation to gauge support for introducing such a law, emphasizing that the proposal is not anti-technology but rather aims to foster safe and supportive educational settings.

The minister's objective is to ensure students can "focus on learning" and improve social interactions. This consideration follows a pilot program in nine Northern Ireland schools where students used magnetic pouches to store their phones. Experts from King's College London, who studied the pilot, reported improvements in classroom behavior and pupil-teacher interaction, with younger students showing a greater tendency to comply with phone restrictions.

While the pilot scheme's cost of £250,000 was a point of criticism, the study indicated positive outcomes, including a "some decrease in self-reported anxiety and depression symptoms" among participants. The KCL researchers also suggested that teachers limit their own smartphone use to serve as role models and recommended that older students might benefit from using phones for educational purposes.

Principals involved in the pilot noted that school-wide bans encourage student interaction and that such policies are rarely reversed due to their perceived benefits. Minister Givan stated that while many schools have existing phone policies, a "stronger and more consistent approach" is now needed across the education system. The consultation is open until November 19, with further details expected on the Department of Education's website.
