The Union Cabinet has greenlit the Viksit Bharat Shiksha Adhikshan Bill, signalling a significant transformation in India's higher education regulatory landscape. This proposed law aims to establish a unified overarching authority, consolidating the roles of legacy bodies such as the University Grants Commission (UGC) and the All India Council for Technical Education (AICTE). Medical and legal education, however, will remain under separate oversight.
The new framework is designed to simplify governance and reduce regulatory overlap, shifting the emphasis from compliance to academic quality and learning outcomes. It proposes a clear separation of functions, with distinct verticals for regulation, accreditation, academic standards, and funding. This separation is intended to prevent conflicts of interest and foster a more transparent system.
